Chelsea: How Todd Boehly avoided PSR sanction despite record-breaking losses announced

Chelsea have been able to exploit a loophole to ensure they avoided breaching the Premier League’s PSR rules for the 2024-25 season.

The league calculate their profit and sustainability metrics on a three-year period, but the Blues’ spending on infrastructure, youth development and their women’s team has been used to offset that.

According to The Independent, the West Londoners have been able to use these investments as “add-backs” on their PSR standing, effectively meaning that their losses in those areas do not count towards their final position.

That has allowed them to fall in line with the Premier League’s cap of £105million of losses across each three-year period, despite them just confirming record-breaking pre-tax losses of £262.4m for the year ending 30 June 2025.

Chelsea’s financial situation has been met with plenty of scrutiny in recent years, but Todd Boehly and Co. have continued to ensure that the club remains compliant with the PSR regulations.

Chelsea well-placed to remain PSR compliant

Chelsea notably sold their women’s team to their BlueCo ownership group back in June 2024, a decision which prompted plenty of questions from clubs around the Premier League.

That helped them net a profit of £128.4m in their accounts for the year ending June 2024, and they are now stating that one of the reasons behind their significant loss this time around is the increased operating costs from the previous year.

The Blues’ eye-watering losses this time around have set a new record for clubs in the Premier League, as it smashed through the previous £197.5m total set by Manchester City back in 2010-11.

Nevertheless, it has already become clear that they are well-placed to continue to remain on the right side of the PSR equation in the coming years.

The Independent has suggested that the club are confident that they are now “fully structured” to comply with all financial requirements, and they are likely to remain so for the foreseeable future.

That also includes compliance with UEFA’s football earnings rule, which Chelsea breached last July, and were met with a £20m fine as a result.

Blues likely able to continue big transfer spends

Former Everton and Aston Villa chief executive Keith Wyness recently told Football Insider that Chelsea would have to sell players this summer after their losses were confirmed.

The capital club were understood to have netted the biggest transfer sales figure in Premier League history last summer, and they are likely to continue offloading stars in order to bring in new faces.

The club’s continued compliance with PSR looks set to leave the door open for significant reinforcements to be made to their group once again ahead of next season.

That will be music to the ears of Liam Rosenior, especially if the team fail to qualify for the Champions League, as they will need additions to be able to close the gap again next time out.

Boehly’s work at Stamford Bridge has faced plenty of external scrutiny since he took charge of the club back in 2022, but despite all the questions, they are set to fall in line with regulations once again.

Revenue was £490.9m, the club said, the second-highest on record for the Blues, and included some of the money earned from last summer’s triumphant Club World Cup run.
